The leader of that city, the Prince, will grant you an opportunity to join, as long as you help him with a peculiar situation unfolding in southern Pennsylvania. There’s a hidden cell of Kindred masquerading as part of the Amish community, Embracing Amish youth and exerting their own shadowy influence over the area; that's supposed to be the Prince’s territory.
